Meeting No. 11

Wednesday, April 4, 2001

The Standing Committee on Finance met at 3:33 p.m. this day, in Room 308, West Block, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Sue Barnes, Maurizio Bevilacqua, Scott Brison, Roy Cullen, Ken Epp, Albina Guarnieri, John McCallum, Pauline Picard and Gary Pillitteri.

In attendance: From the Library of Parliament: Marc-André Pigeon, Researcher; Marion Wrobel, Senior Analyst.

Witnesses: From the Treasury Board Secretariat: Rodney Monette, Assistant Secretary and Assistant Comptroller General, Financial Management Policy and Analysis Sector; David Hum, Acting Director, Cost Recovery. From the Health Canada: Diane Gorman, Assistant Deputy Minister, Health Products and Food Branch; Brian Glabb, Director, Office of Revenue and Costing Division, Corporate Services Branch. From the Business Coalition on Cost Recovery: Jean Szkotnicki, Co-Chair, President, Canadian Animal Health Institute; Garth Whyte, Member, Senior Vice-President, Canadian Federation of Independent Business; Jack Soule, Senior Research Scientist, Environmental Science Group. From the Consumers' Association of Canada: Jennifer Hillard, Vice-President, Issues and Policy.

Pursuant to Standing Order 108(2), the Committee proceeded to consider federal cost recovery policy.

Rodney Monette, Diane Gorman, Garth Whyte, Jean Szkotnicki, Jack Soule and Jennifer Hillard made statements and with the other witnesses, answered questions.

At 5:20 p.m., the Committee adjourned to the call of the Chair.
