Thursday, April 18, 2002

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 9:04 a.m. this day, in Room 253-D, Centre Block, the Chair, Jean Augustine, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Aileen Carroll, Bill Casey, John Harvard, Marlene Jennings, Francine Lalonde, Diane Marleau, Bernard Patry.

Acting Members present: Mac Harb for Stan Keyes; Deepak Obhrai for John Duncan; Stockwell Day for Brian Pallister; Alexa McDonough for Svend Robinson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz, Research Officers.

Appearing: The Honorouble Bill Graham, Minister of Foreign Affairs.

Witnesses: From the Department of Foreign Affairs and International Trade: John McNee, Assistant Deputy Minister (Portfolio: Africa and Middle East); Donald Sinclair, Director, Middle East and North Africa Division.

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of the situation in the Middle East (See Minutes of Proceedings of Thursday, April 11, 2002, Meeting No. 67).

The Minister made an opening statement and, with the other witnesses, answered questions.

At 9:58 a.m., the sitting was suspended.

At 10:42 a.m., the sitting resumed.

DIXIÈME RAPPORT

In accordance with its Order of Reference of Thursday, April 11, 2002, your Sub-Committee has considered Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization, and agreed on Wednesday, April 17, 2002, to report it without amendment.

 

Conformément à son Ordre de renvoi du jeudi 11 avril 2002, votre Sous-Comité a étudié le projet de loi C-50, Loi modifiant certaines lois en conséquence de l'accession de la République populaire de Chine à l'Accord instituant l'Organisation mondiale du commerce, et a convenu le mercredi 17 avril 2002, d'en faire rapport sans amendement.

 

A copy of the relevant Minutes of Proceedings (Meeting No. 31) is tabled.

It was agreed, --That the Report be adopted as a Report of the Committee.

Ordered, --That the Chair or her designate Report Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization without amendments.

The Committee discussed its future business.

It was agreed, --That heads of mission of African countries participating in the New Partnership for African Development panel be invited to appear for the Committee in relation to its study of the 2002 G8 Summit Agenda at an opportune time.

At 11:07 a.m., the Committee adjourned to the call of the Chair.
