The Standing Committee on Environment and Sustainable Development met at 9:17 a.m. this day, in Room 371, West Block, the Chair, Charles L. Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles L. Caccia, Aileen Carroll, Joe Comartin, Paul Forseth, John Herron, Gar Knutson, Karen Kraft Sloan, Rick Laliberte, Bob Mills, Karen Redman, Julian Reed, Andy Savoy, Hélène Scherrer.

Acting Member present: Brian Fitzpatrick for James Moore; Michel Bellehumeur for Marcel Gagnon.

In attendance: From the Library of Parliament: Kristen Douglas, Research Officer; Monique Hébert, Research Officer; Tim Williams, Research Officer.

Witnesses: From the U.S. Endangered Species Coalition: Brock Evans, Executive Director; William Snape III, Legal Counsel. From the Competitive Enterprise Institute: R.J. Smith, Senior Environmental Scholar. From the Center for Environmental Law and Economic Integration of the South (Mexico): Claudio Torres Nachón, Director. From the International Wildlife Management Consortium: Eugene Lapointe, President.

Pursuant to its Order of Reference of Tuesday, March 20, 2001, the Committee resumed consideration of Bill C-5, An Act respecting the protection of wildlife species at risk in Canada (See Minutes of Proceedings, Thursday, March 22, 2001, Meeting No. 6).

Karen Redman made an opening statement.

The witnesses made opening statements and answered questions.

At 12:40 p.m., the Committee adjourned to the call of the Chair.
