Meeting No. 10

Tuesday, April 3, 2001

The Standing Committee on Environment and Sustainable Development met in a televised session at 9:10 a.m. this day, in Room 237-C, Centre Block, the Acting Chair, Gar Knutson, presiding.

Members of the Committee present: Bernard Bigras, Aileen Carroll, Joe Comartin, Paul Forseth, Gar Knutson, Bob Mills, James Moore, Karen Redman, Julian Reed, Andy Savoy, Hélène Scherrer.

Acting Member present: Rick Casson for James Moore.

In attendance: From the Library of Parliament: Kristen Douglas, research officer; Monique Hébert, research officer; Tim Williams, research officer.

Witnesses: From the Canadian Real Estate Association: Pierre Beauchamp, Chief Executive Officer. From the Federation of Canadian Municipalities: John Hachey, Chair of FCM's Standing Committee on Environmental Issues, City of Lachine, Quebec. From the Ontario Property and Environmental Rights Alliance: Bob Woolham, Director. From the Land Resource Partnership: Stan Klassen, Chair; Peter Miller, Co-Chair.

Pursuant to its Order of Reference of Tuesday, March 20, 2001, the Committee resumed consideration of Bill C-5, An Act respecting the protection of wildlife species at risk in Canada (See Minutes of Proceedings, Thursday, March 22, 2001, Meeting No. 6).

On Clause 1.

The witnesses made opening statements and answered questions.

Karen Redman tabled the following notice of motion:

I move that the Standing Committee on Environment and Sustainable Development:

    • Complete all witness panels by the week ending Friday, May 11, 2001;
    • Invite the Minister of the Environment to appear at or near the completion of the panel hearings; and
    • Initiate clause by clause examination of the draft bill during the week beginning Monday, May 14, 2001.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
