Meeting No. 31

Thursday, October 18, 2001

The Standing Committee on Citizenship and Immigration met in a televised session at 9:03 a.m. this day, in Room 308, West Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Mark Assad, Yvon Charbonneau, Madeleine Dalphond-Guiral, Joe Fontana, Paul Forseth, John Godfrey, Art Hanger, Inky Mark, Anita Neville, Jerry Pickard, Tony Valeri, Judy Wasylycia-Leis, Lynne Yelich.

Acting Members present: Larry Bagnell for Steve Mahoney, Robert Bertrand for David Price and Roy Cullen for Tony Valeri.

In attendance: From the Library of Parliament: Benjamin Dolin, Researcher.

Pursuant to Standing Order 108(2) - Study on the Security at Ports of Entry in Canada.

Witnesses: From the Royal Canadian Mounted Police: Guiliano Zaccardelli, Commissioner. From the Canadian Security Intelligence Service: Ward P. Elcock, Director. From the Immigration and Refugee Board: Peter Showler, Chairperson; Christiane Ouimet, Executive director; Krista Daley, Senior General Counsel, Director-Legal Services.

Guiliano Zaccardelli and Ward P. Elcock answered questions.

At 10:52 a.m., the Committee proceeded in Camera.

At 11:25 a.m. the Committee resumed its public hearings.  Peter Showler made an opening statement and with the witnesses answered questions.

At 12:43 p.m., the Committee adjourned to the call of the Chair.
