Thursday, November 22, 2001

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:02 a.m. this day, in Room 237-C, Centre Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Larry Bagnell, Gérard Binet, Raymond Bonin, David Chatters, Reed Elley, John Finlay, John Godfrey, Nancy Karetak-Lindell, Gerald Keddy, Richard Marceau, Benoît Serré, Maurice Vellacott.

Acting Member present: Janko Peric for Jean-Guy Carignan.

In attendance: From the Library of Parliament: Mary Hurley, researcher.

At 11:04 a.m., the sitting resumed.

The Order of Reference dated Monday, October 22, 2001, being now read as follows:

ORDERED, -- That Bill C-37, An Act to facilitate the implementation of those provisions of first nations' claim settlements in the Provinces of Alberta and Saskatchewan that relate to the creation of reserves or the addition of land to existing reserves, and to make related amendments to the Manitoba Claim Settlements Implementation Act and the Saskatchewan Treaty Land Entitlement Act be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

Terry Henderson made a statement.

Terry Henderson, Michel Youssef, Jim Sisson and Evelyn Shalapata answered questions.

At 11:52 a.m., the sitting was suspended.

At 12:02 p.m. the sitting resumed.

The Order of Reference dated Monday, November 5, 2001, being now read as follows:

ORDERED, -- That Bill C-39, An Act to replace the Yukon Act in order to modernize it and to implement certain provisions of the Yukon Northern Affairs Program Devolution Transfer Agreement, and to repeal and make amendments to other Acts be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

Pat Duncan made a statement and answered questions.

By unanimous consent, it was agreed, - That the Committee proceed to Clause-by-Clause consideration of BillC-39.

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1 was postponed.

Clause 2 was allowed to stand.

Clauses 3 to 285 carried inclusively.

Schedules I and II carried inclusively.

The Committee reverted to stood Clause 2.

Clause 2 carried.

The Preamble carried.

Clause 1 carried.

The Title carried.

The Bill carried without amendments.

ORDERED, -- That the Chair report Bill C-39 without amendments to the House as the Eighth Report of the Committee.

At 1:04 p.m., the Committee adjourned to the call of the Chair.
