MINUTES OF PROCEEDINGS

Meeting No. 6

Wednesday, March 1st, 2000

The Sub-Committee on Human Rights and International Development of the Standing Committee of Foreign Affairs and International Trade met at 3:37 p.m., this day, in Room 208, West Block, the Chair, Colleen Beaumier, presiding.

Members of the Sub-Committee present: Jean Augustine, Colleen Beaumier, Aileen Carroll, Maud Debien, Keith Martin, Svend Robinson.

In attendance: From the Parliamentary Research Branch - Library of Parliament: James Lee; Gerald Schmitz, Researchers.

Witnesses: From the Union for Democracy and Social Progress: Marc Kapenda, Representative. From the "Table de concertation (Entraîde missionnaire)": Denis Tougas. From the "Commission politique du CSDCK": Lucien Naki, Chair and Chief for Outside Contacts for the Independant Commission for the preparation for inter congolese dialogue. From the "Centre de Recherche sur la démocratie pour le dévelopement en Afrique": Dr. Jean-Christophe Kasende, Chair of the Board of Directors.

Pursuant to Standing Order 108(2), and its Order of Reference from the Standing Committee, the Sub-Committee proceeded to its Round Table meeting on the Democratic Republic of Congo.

Marc Kapenda, Denis Tougas, Lucien Naki, Jean-Christophe Kasende, made opening statements and with other witnesses, answered questions.

At 5:38 p.m., the Sub-Committee adjourned to the call of the Chair.
