MINUTES OF PROCEEDINGS

Meeting No. 5

Wednesday, December 15, 1999

The Sub-Committee on Human Rights and International Development of the Standing Committee of Foreign Affairs and International Trade met at 3:38 p.m. this day, in Room 308, West Block, the Chair, Colleen Beaumier, presiding.

Members of the Sub-Committee present: Jean Augustine, Eleni Bakopanos, Colleen Beaumier, Eugène Bellemare, Maud Debien, Svend Robinson.

In attendance: From the Parliamentary Research Branch - Library of Parliament: James Lee, Researcher.

Witnesses: From the Canadian International Development Agency: Hunter McGill, Director General, International Humanitarian Assistance.

Pursuant to Standing Order 108(2), the Sub-Committee proceeded with its Information Session on the Canadian International Development Agency(CIDA) Assistance to Taïwan and Turkey following their earthquakes.

Svend Robinson moved, -- That the Sub-Committee on Human Rights and International Development urges the Government of Canada to recognize as the legitimate authority in Burma today the Committee for the Restoration of a People's Parliament, made up of 251 elected MP's who have not been allowed to take their seats; and further urges the Government of Canada to impose investment sanctions on the illegal regime in Burma.

After debate, Eugene Bellemare moved the following amendment, -- That the words "Government of Canada" be replaced by "Parliament" and that the word "impose" be replaced by the words "consider the imposition of".

After debate, the question being put on the amendment, it was agreed to.

The question being put on the motion as amended, it was agreed to.

Consequently, the amended motion reads as follows:

-- That the Sub-Committee on Human Rights and International Development urges Parliament to recognize as the legitimate authority in Burma today the Committee for the Restoration of a People's Parliament, made up of 251 elected MP's who have not been allowed to take their seats; and further urges the Government of Canada to consider the imposition of investment sanctions on the illegal regime in Burma.

It was agreed, -- That the Sub-Committee report the motion to the Standing Committee of Foreign Affairs and International Trade.

It was agreed, -- That the Sub-Committee hold hearings in February 2000 on the question of civil society in the Democratic Republic of Congo and its neighbouring countries.

It was agreed, -- That the Minister for International Cooperation be asked to appear in early February on the situation in Africa.

The witness made an opening statement and answered questions.

At 4:37 p.m., the Sub-Committee adjourned to the call of the Chair.
