MINUTES OF PROCEEDINGS

Meeting No. 4

Wednesday, December 1st, 1999

The Sub-Committee on Human Rights and International Development of the Standing Committee of Foreign Affairs and International Trade met at 3:38 p.m., this day, in Room 701, La Promenade Building, the Chair, Colleen Beaumier, presiding.

Members of the Sub-Committee present: Jean Augustine, Colleen Beaumier, Eugène Bellemare, Aileen Carroll, Maud Debien, Keith Martin.

In attendance: From the Parliamentary Research Branch - Library of Parliament: James Lee; Gerald Schmitz.

Witnesses: From the International Centre for Human Rights and Democratic Development: Iris Almeida, Director of Programs. From the North/South Institute: John Serieux, Senior Researcher.

Pursuant to Standing Order 108(2), the Sub-Committee proceeded to hold a Round Table Information Session on Human Rights in Africa.

Iris Almeida and John Serieux made opening statements and answered questions.

Keith Martin moved, -- That in the opinion of this Committee, the Government of Canada should immediately explore ways to get grain and other Canadian Food Products to the Angola people via CIDA Food Aid Program.

After debate, by unanimous consent, Keith Martin amended the motion by adding after the word "explore", the word "further" and by striking out the following words: "grain and other".

After debate, the question was put on the amended motion and the result of the vote have been announced: YEAS: 2; NAYS: 2.

Whereupon the Chair voted in the affirmative. Accordingly, the amended motion was agreed to, and reads as follows:

-- That in the opinion of this Committee, the Government of Canada should immediately explore further ways to get Canadian Food Products to the Angola people via CIDA Food Aid Program.

At 5:30 p.m., the Sub-Committee adjourned to the call of the Chair.
