Meeting No. 9

Tuesday, February 8, 2000

The Standing Committee on Justice and Human Rights met at 11:09 a.m. this day, in Room 209, West Block, the Chair, Andy Scott, presiding.

Members of the Committee present: Reg Alcock, Michel Bellehumeur, Chuck Cadman, Aileen Carroll, Paul DeVillers, Peter MacKay, John Maloney, John McKay, Jacques Saada and Andy Scott.

Acting Member present: Grant McNally for Jim Abbott.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Sparrow Lake Alliance: Dr. Paul D. Steinhauer, Chair, Steering Committee; Dr. Simon Davidson, Corresponding Member, Steering Committee. From the University of Toronto: Dr. Anthony N. Doob, Dean, Centre of Criminology. From the University of Montreal: Jean-Paul Brodeur, Professor, "École de criminologie". From the Ridge Meadows Youth Justice Committee: Lola Chapman, Coordinator.

Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).

The witnesses made opening statements and answered questions.

At 1:08 p.m., the Committee adjourned to the call of the Chair.
