Tuesday, November 30, 1999

The Standing Committee on Justice and Human Rights met at 11:14 a.m. this day, in Room 371, West Block, the Chair, The Hon. Andy Scott, presiding.

Members of the Committee present: Reg Alcock, Michel Bellehumeur, Carolyn Bennett, Chuck Cadman, Aileen Carroll, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, John McKay, Jacques Saada and The Hon. Andy Scott.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Department of Justice: Catherine Latimer, Senior Counsel/Director, Youth Justice; Lisette Lafontaine, Senior Counsel, Youth Justice; Robert E. Lutes, Q.C., Counsel, Youth Justice; Dick Barnhorst, Special Advisor, Youth Justice; Paula Kingston, Counsel, Youth Justice.

The Order of Reference dated Tuesday, November 23, 1999, being read as follows:

ORDERED, -- That Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Chair called Clause 1.

Catherine Latimer made an opening statement and with the other witnesses answered questions.

At 1:53 p.m., the Committee adjourned to the call of the Chair.
