The Standing Committee on Justice and Human Rights met at 3:40 p.m. this day, in Room 269, West Block, the Vice-Chair, Ivan Grose, presiding.

Members of the Committee present: Carolyn Bennett, Ivan Grose, Peter MacKay and John Maloney.

Pursuant to its Order of Reference of Monday, February 21, 2000, the Committee resumed consideration of Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations (See Minutes of Proceedings, Tuesday, February 29, 2000 , Meeting No. 27).

The Committee continued Clause-by-Clause consideration of the Bill.

John Maloney moved, -- That Bill C-23, in Clause 145, be amended by replacing lines 8 to 14 on page 68 with the following:

"145. Where, but for the application of sections 130 to 142, paragraphs 56 (1) (b) and 60 (b) of the Income Tax Act would not apply to amounts paid and received pursuant to an order or a written agreement made before the coming into force of this section, those paragraphs do not apply unless the payor and the recipient of the amounts jointly elect to"
