Wednesday, May 17, 2000

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 3:40 p.m. this day, in Room 371, West Block, the Chair, Peter Adams, presiding.

Member(s) of the Committee present: Peter Adams, Bonnie Brown, Libby Davies, Dale Johnston, Judi Longfield, Larry McCormick, Rey Pagtakhan, Judy Sgro and Bryon Wilfert.

Acting Member(s) present: Monique Guay for Christiane Gagnon and Garry Breithreuz for Maurice Vellacott.

Other Member(s) present: Pat Martin.

The Order of Reference dated February 29, 2000, was read as follows:

ORDERED, -- That the Main Estimates for the fiscal year ending March 31, 2001, laid upon the Table on February 29, 2000, be referred to the several Standing Committee of the House as follows:

To the Standing Committee on Human Resources Development and the Status of Persons with Disabilities.

Human Resources Development Votes 1, 5, 10, 15 and 20.

The 48 hours notice having been given, Libby Davies moved, -- That Deputy Secretary to Cabinet Ian Green, a former Associate Deputy Minister to HRDC, be invited to appear before the HRDC Standing Committee in its study on grants and contributions.

After debate, the question was put on the motion and it was, by a show of hands, negatived: YEAS: 4; NAYS: 5.

The 48 hours notice having been given, it was moved by Libby Davies, -- That the Standing Committee on Human Resources Development and the Status of Persons with Disabilities examine the impact of the banking sector's retreat from Canada Student Loans, and review the federal government's plan for implementing new bureaucratic controls scheduled to come into effect in August, 2000, paying specific attention to new student loan policies governing: administration; accountability; interest rates; default procedures and loan eligibility guidelines.

After debate, the question was put on the motion and it was, by a show of hands agreed to: YEAS: 8; NAYS:1.

In accordance with the Order of reference adopted by the House of Commons on February 29, 2000, the Committee proceeded to the consideration of the Main Estimates for the fiscal year ending March 31, 2001.

At 3:47 p.m., by unanimous consent the Chair called Votes 1 and 5 under HUMAN RESOURCES DEVELOPMENT.

The Minister made a statement and with Warren Edmondson answered questions.

At 4:44 p.m., by unanimous consent the Chair called Votes 10, 15 and 20 under HUMAN RESOURCES DEVELOPMENT.

Akivah L. Starkman, David Silcox and Len Hong made an opening statement and with the other witness answered questions.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
