Tuesday, March 21, 2000

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met in a televised session at 11:04 a.m. this day, in Room 253-D, Centre Block, the Chair, Peter Adams, presiding.

Member(s) of the Committee present: Diane Ablonczy, Peter Adams, Bonnie Brown, Paul Crête, Libby Davies, Jean Dubé, Christiane Gagnon, John Godfrey, Dale Johnston, Judi Longfield, Larry McCormick, Rey Pagtakhan, Judy Sgro, Maurice Vellacott and Bryon Wilfert.

Acting Member(s) present: Murray Calder for Bonnie Brown from 11:04 to 11:12, Marlene Jennings for Andy Scott, Karen Redman for Raymonde Folco from 12:35 to 13:05 and Angela Vautour for Jean Dubé.

Other Member(s) present: John Harvard.

In attendance: From the Library of Parliament: Kevin Kerr and Bill Young, Research Officers.

Witness(es): From the Privy Council Office: Mel Cappe, Clerk of the Privy Council and Secretary to the Cabinet.

Pursuant to Standing Order 108 (2), study of HRDC Grants and Contributions

The Chairman ruled that a Committee may ask a public servant questions regarding a former position as long as the concept of Crown privilege which encompasses the confidential advice officials provide to their ministers and the concept of ministerial responsibility are respected.

The witness made an opening statement and answered questions.

At 1:05 p.m., the Committee adjourned to the call of the Chair.
