Meeting No. 4

Thursday, October 28, 1999

The Standing Committee on Fisheries and Oceans met at 9:07 a.m. this day, in Room 701, La Promenade Building, the Chair, Wayne Easter, presiding.

Member(s) of the Committee present: Sarkis Assadourian, Yvan Bernier, Claude Drouin, John Duncan, Wayne Easter, Bill Gilmour, Nancy Karetak-Lindell, Bill Matthews, Lawrence O'Brien, Carmen Provenzano, Lou Sekora, Paul Steckle, Peter Stoffer.

Acting Member(s) present: Mark Muise for Charlie Power.

Other Member(s) present: John O'Reilly for Bill Matthews; Joe McGuire for Lawrence O'Brien.

In attendance: From the Research Branch of the Library of Parliament: Alan Nixon, Research Officer.

Witness(es): From the Nova Scotia Assembly of Micmac Chiefs: Bernd Christmas. From the Maritime Fishermen's Union: Reginald Comeau, Regional Coordinator; Graeme Gawn, Representative. From the P.E.I. Fishermen's Association: Donnie Strongman, President; Ronnie Campbell, Chairman, Lobster Advisory Committee.

Pursuant to Standing Order 108(2), study on the implications of the September 17th, 1999 Supreme Court decision on R. v. Marshall on the Management of fisheries in the Atlantic Region.

Bernd Christmas made an opening statement and answered questions.

Reginald Comeau and Graeme Gawn made opening statements and answered questions.

Donnie Strongman and Ronnie Campbell made opening statements and answered questions.

Sarkis Assadourian moved, - That the Chair be authorized to write the Justice Minister in regards to certain legal opinions in the R.v. Marshall case. After debate thereon, it was agreed to on the following recorded vote:

YEAS: 7

NAYS: 2

On motion of John Duncan, it was agreed, - That the Committee hear witnesses from the Sockeye Crisis Committee on Thursday, November 4, 1999.

On motion of Yvan Bernier, it was agreed, - That the Committee hear Senior Officials on Wednesday, November 3, 1999 with regards to Post T.A.G.S..

At 11:20 a.m., the Committee adjourned to the call of the Chair.
