Meeting No. 6

Tuesday, February 22, 2000

The Legislative Committee on Bill C-20 met in a televised session at 9:37 a.m. this day, in Room 253-D, Centre Block, the Chair, Peter Milliken, presiding.

Members of the Committee present: Reg Alcock, André Bachand, Claude Bachand, Bill Blaikie, Ray Bonin, Yvon Charbonneau, Irwin Cotler, Claude Drouin, Michel Guimond, Grant Hill, Ghislain Lebel, Val Meredith, Peter Milliken, Dennis Mills, Lorne Nystrom, Bernard Patry, Karen Redman, Andy Scott, Daniel Turp.

In attendance: From Committees and Parliamentary Association: Suzanne Verville, Procedural Clerk.

Witnesses: As Individual: Jean-François Lisée, Author and Former Political Advisor; Ed Broadbent, School of Policy Studies, Queen's University. Pursuant to its Order of Reference of Thursday, February 10, 2000, the Committee resumed consideration of Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference (See Minutes of Proceedings, Wednesday, February 16, 2000 , Meeting No. 2).

Jean-François Lisée made a statement and answered questions.

Ed Broadbent made a statement and answered questions.

It was agreed - That working lunches be provided to the Committee, as may be deemed necessary.

At 11:24 a.m., the sitting was suspended.

At 11:28 a.m., the sitting resumed.

Gilles Grondin and Henri Laberge made statements and answered questions.

At 11:43 a.m., the sitting was suspended.

At 12:09 p.m., the sitting resumed.

Gilles Grondin and Henri Laberge answered questions.

At 12:32 p.m., the sitting was suspended.

At 1:05 p.m., the sitting resumed.

Guy Bouthillier made a statement and, with the other witnesses, answered questions.

Gil Rémillard made a statement and answered questions.

Debate resumed on Mr. Alcock's motion. - That the Committee may, if necessary to further accommodate the list of witnesses, continue to hear witnesses up to 5:30 p.m. on Thurday, February 24, 2000, provided that the Chair shall put, without further debate or amendment, all questions necessary to dispose of Bill C-20 no later than midnight on Thursday, February 24, 2000.

At 3:12 p.m., Bill Blaikie took the Chair.

At 3:15 p.m., Peter Milliken took the Chair.

At 3:15 p.m, in conformity with the motion the Committee adopted on February 14, 2000 the Chair interrupted the proceedings so that the Committee may hear the scheduled witnesses.

At 3:17 p.m., Robert Rae made a statement and answered questions.

At 4:11 p.m., the sitting was suspended.

At 4:18 p.m., the sitting resumed.

Peter Hogg made a statement and answered questions.

At 5:12 p.m., the sitting was suspended.

At 5:15 p.m., the sitting resumed.

Phil Fontaine made a statement and, with the other witness, answered questions.

At 6:05 p.m., debate resumed on Mr. Alcock's motion.

At 6:07 p.m., Karen Redman took the Chair.

At 6:14 p.m., Peter Milliken took the Chair.

And lack of quorum being brought to the attention of the Chair;

At 6:21 p.m., pursuant to Standing Order 41(2), the Chair adjourned the meeting to the next sitting.
