Meeting No. 5

Monday, February 21, 2000

The Legislative Committee on Bill C-20 met in a televised session at 9:40 a.m. this day, in Room 253-D, Centre Block, the Chair, Peter Milliken, presiding.

Members of the Committee present: Reg Alcock, Mark Assad, André Bachand, Stéphane Bergeron, Bill Blaikie, Ray Bonin, Yvon Charbonneau, Hec Clouthier, Irwin Cotler, Claude Drouin, Jean Dubé, Raymonde Folco, Christine Gagnon, Michel Guimond, Grant Hill, Rahim Jaffer, Joe Jordan, Gar Knutson, Larry McCormick, Réal Ménard,Val Meredith, Peter Milliken, Dennis Mills, Lorne Nystrom, Bernard Patry, Marcel Proulx, Karen Redman, Yves Rocheleau, Andy Scott, Daniel Turp.

Pursuant to its Order of Reference of Thursday, February 10, 2000, the Committee resumed consideration of Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference (See Minutes of Proceedings, Wednesday, February 16, 2000 , Meeting No. 2).

Marc Laviolette made a statement and, with the other witnesses, answered questions.

At 10:33 a.m., the sitting was suspended.

At 10:35 a.m., the sitting resumed.

Brian Crawley made a statement and answered questions.

It was agreed - That a working lunch and dinner be provided to the Committee.

At 11:25 a.m., the sitting was suspended.

At 11:29 a.m., the sitting resumed.

Jocelyne Couture and Robert Ware made statements and answered questions.

Daniel Turp gave notice of a motion he intends to move.

Michel Guimond gave notice of a motion he intends to move.

Andrée Lajoie made a statement.

At 12:41 p.m., the sitting was suspended.

At 1:02 p.m., the sitting resumed.

Andrée Lajoie answered questions.

René Roy made a statement and, with the other witnesses, answered questions.

Reg Alcock moved - That the Committee may, if necessary to further accommodate the list of witnesses, continue to hear witnesses up to 5:30 p.m. on Thurday, February 24, 2000, provided that the Chair shall put, without further debate or amendment, all questions necessary to dispose of Bill C-20 no later than midnight on Thursday, February 24, 2000.

And debate arising thereon;

At 3:19 o'clock p.m. Mr. Jaffer took the Chair.

At 3:35 o'clock p.m. Peter Milliken took the Chair.

At 3:36 o'clock p.m. in conformity with the motion the Committee adopted on February 14, 2000, the Chair interrupted the proceedings so that the Committee may hear the scheduled witnesses.

And debate arising thereon;

Guy Lachapelle made a statement and answered questions.

Claude Ryan made a statement and answered questions.

At 5:39 p.m., the sitting was suspended.

At 5:43 p.m., the sitting resumed.

At 5:47 o'clock p.m. Andy Scott took the Chair.

At 6:10 o'clock p.m. Peter Milliken took the Chair.

At 6:32 p.m., the sitting was suspended.

At 7:41 p.m., the sitting resumed.

Scott Reid made a statement and answered questions.

Yves-Marie Morrissette made a statement and answered questions.

At 9:22 o'clock p.m., debate resumed on Mr. Alcock motion.

At 9:26 o'clock p.m. Mr. Jaffer look the Chair.

At 9:28 o'clock p.m. Peter Milliken took the Chair.

And lack of quorum being brought to the attention of the Chair.

At 10:00 o'clock p.m., pursuant to Standing Order 41(2), the Chair adjourned the meeting to the next sitting.
