Meeting No. 4

Friday, February 18, 2000

The Legislative Committee on Bill C-20 met in a televised session at 12:35 p.m. this day, in Room 253-D, Centre Block, the Chair, Peter Milliken, presiding.

Members of the Committee present: Reg Alcock, Mark Assad, Hec Clouthier, Irwin Cotler, Jean Dubé, Michel Guimond, Grant Hill, Rahim Jaffer, Gar Knutson, Réal Ménard, Val Meredith, Peter Milliken, Dennis Mills, Lorne Nystrom, Marcel Proulx, Andy Scott and Daniel Turp.

Acting Members present: Hec Clouthier for Ray Bonin; Mark Assad for Claude Drouin; Marcel Proulx for Bernard Patry; Gar Knutson for Karen Redman; Réal Ménard for Michel Guimond; Lorne Nystrom for Bill Blaikie and, Jean Dubé for André Bachand.

Other Members present: Stéphane Bergeron and Benoit Sauveageau.

Witnesses: From the "Groupe des Cent": Bernard Amyot, President; Sébastien Gignac, Executive Vice-President; Clemens Mayr, Chairman of the Board. As individual: Jean-Pierre Derriennic, Associate professor, Department of Political Science, Laval University. From the "Pro-Démocratie": Me André Tremblay, Professor of Law, University of Montreal; Gérald Larose, Visiting Professor, "École de travail social de l'UQAM".

Pursuant to its Order of Reference of Thursday, February 10, 2000, the Committee resumed consideration of Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference (See Minutes of Proceedings, Wednesday, February 16, 2000, Meeting No. 2)

Bernard Amyot made a statement and, with Clemens Mayr and Sebastien Gignac, answered questions.

At 1:31 p.m., the sitting was suspended.

At 1:33 p.m., the sitting resumed.

Jean-Pierre Derriennic made a statement and answered questions.

At 2:16 p.m., the sitting was suspended.

At 2:19 p.m., the sitting resumed.

Gérald Larose and André Tremblay made statements and answered questions.

At 3:12 p.m., the Committee adjourned to the call of the Chair.
