Tuesday, April 4, 2000

The Standing Committee on Agriculture and Agri-Food met at 12:32 p.m., this day, in Room 237-C, Centre Block, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Rick Borotsik, Garry Breitkreuz, Murray Calder, Odina Desrochers, John Harvard, Joe McGuire, Ian Murray, Dick Proctor, Paul Steckle, Rose-Marie Ur.

Acting Members present: Rick Casson for Howard Hilstrom, Roy Bailey for Gerry Ritz.

Other Member present: Jake Hoeppner.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Frédéric Forge, Researcher; Jean-Denis Fréchette, Economist.

Appearing: From the Department of Agriculture and Agri-Food Canada: The Hon. Lyle Vanclief, Minister, Agriculture and Agri-Food Canada; The Hon. Andy Mitchell, Secretary of State, (Rural Development) (Federal Economic Development Initiative for Northern Ontario).

Witnesses: From the Department of Agriculture and Agri-Food Canada: Frank Claydon, Deputy Minister; Diane Vincent, Associate Deputy Minister. From the Canadian Food Inspection Agency: Dr. André Gravel, Vice-President, Programs.

Pursuant to Standing Orders 108(2) and 81(5) and (6), and its Order of Reference of Tuesday, February 29, 2000, from the House, consideration of the Main Estimates, VOTES (Agriculture and Agri-Food - 1, 5, 10, 15, 20, 25, 30 and 35), and Part III - Report on Plans and Priorities.

Hon. Lyle Vanclief and Hon. Andy Mitchell made each an opening statement and,with other witnesses, answered questions.

At 1:58 p.m., the Committee adjourned to the call of the Chair.
