MINUTES OF PROCEEDINGS
Meeting No. 76
Wednesday, October 7, 1998
The Standing Committee on National Defence and Veterans Affairs met at 3:30 p.m. this day, in Room 536, Wellington Building, for the purpose of organization.
Members of the Committee present: Rob Anders, Robert Bertrand, Hec Clouthier, Gordon Earle, Judi Longfield, Pat O'Brien, John O'Reilly, David Pratt, David Price, George Proud and Bob Wood.
Acting Members present: Ghislain Lebel for René Laurin, Monique Guay for Maurice Godin, Gerry Byrne for John Richardson, Roy Bailey for Peter Goldring and Leon Benoit for Art Hanger.
In attendance: From the Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.
The Clerk presided over to the election of the Chair.
George Proud moved, - That Pat O'Brien be elected as Chair of the Committee.
Ghislain Lebel moved, - That Judi Longfield be elected as Chair of the Committee.
Leon Benoit moved, - That the Committee conduct the election of Chair and Vice-Chairs by secret ballot.
After debate, the question being put on the motion, it was negatived, on division.
After debate, Judi Longfield declined the nomination.
Leon Benoit moved, - That George Proud be elected as Chair of the Committee.
After debate, George Proud declined the nomination.
Ghislain Lebel moved, - That Hec Clouthier be elected as Chair of the Committee.
After debate, Hec Clouthier declined the nomination.
And the question being put on the motion of George Proud, Pat O'Brien was elected as Chair of the Committee.
On motion of Robert Bertrand, David Pratt was elected as Vice-Chair of the Committee.
Ghislain Lebel moved, - That David Price be elected as Vice-Chair of the Committee.
Leon Benoit moved, - That Art Hanger be elected as Vice-Chair of the Committee in absentia.
And the question being put on the motion of Ghislain Lebel, it was negatived by a show of hands.
And the question being put on the motion of Leon Benoit, Art Hanger was elected as Vice-Chair in absentia.
Roy Bailey tabled a motion relating to Private Member's Bills for consideration of the Committee.
At 4:45 p.m., the Committee adjourned to the call of the Chair.
