(Meeting No. 44)

WEDNESDAY, APRIL 1, 1998

The Standing Committee on National Defence and Veterans Affairs met at 3:40 o’clock p.m., this day, in Room 701, La Promenade Building, the Chair, Robert Bertrand, presiding.

Members of the Committee present: Leon Benoit, Robert Bertrand, Hec Clouthier, Art Hanger, Judi Longfield, Pat O’Brien, John O’Reilly, David Price, George Proud and John Richardson.

Acting Members present: Ghislain Lebel for Pierrette Venne.

In attendance: From the Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.

Witnesses: From the Department of National Defence: Brigadier-General Peter Gartenburg, Director General, Management Renewal Services; Kathryn Howard, Alternative Services Delivery Manager; Captain (N) Y. DeBlois, Project Manager, Supply Chain Project; Lieutenant-Colonel Robert Ryan, Project Manager, Goose Bay; and Mr. Robert Hanson, Director, Civilian Employment Policies.


Pursuant to Standing Order 108(2), the Committee resumed consideration of a Review of the Social and Economic Challenges Facing Members of the Canadian Forces – Alternative Service Delivery.


Brigadier-General Peter Gartenburg made an opening statement and, with the other witnesses, answered questions.


Art Hanger proposed to move, - That this Committee undertake a review of the process surrounding the awarding of the untendered contract to Bombardier for the NATO flight training school in Moose Jaw.

After debate, the motion was allowed to stand.

The Committee resumed consideration of the motion by Art Hanger, read as follows:

- That this Committee undertake a review of the process surrounding the awarding of the untendered contract to Bombardier for the NATO flight training school in Moose Jaw.

After debate, the question being put on the motion, it was negatived on the following recorded vote:

YEAS: Leon E. Benoît, Art Hanger, Ghislain Lebel, David Price -- (4).

NAYS: Hec Clouthier, Judi Longfield, Pat O’Brien, John O’Reilly, George Proud, John Richardson -- (6).

At 5:25 o’clock p.m., the Committee adjourned to the call of the Chair.
