Meeting No. 11

WEDNESDAY, NOVEMBER 19, 1997

The Standing Committee on National Defence and Veterans Affairs and the Standing Committee on Foreign Affairs and International Trade met in a joint televised session at 3:38 o’clock p.m., this day, in room 253-D of the Centre Block, the Chairs, Robert Bertrand and Bill Graham, presiding.

Members of the Committee present: Leon Benoit, Robert Bertrand, Hec Cloutier, Art Hanger, Judi Longfield, John O’Reilly, David Pratt, John Richardson, Pierrette Venne.

Acting Members present: Bill Blaikie for Dick Proctor.

Members of the Standing Committee on Foreign Affairs and International Trade present
: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Réginald Bélair, Scott Brison, Maud Debien, Bill Graham, Gurmant Grewal, Ted McWhinney, Bob Mills, Benoît Sauvageau, Daniel Turp.

Acting Members of the Standing Committee on Foreign Affairs and International Trade present: Aileen Carroll for John Cannis; Monique Guay for Maud Debien.

In attendance: From Committees and Legislative Services: Janice Hilchie, Committee Clerk. From the Research Branch of the Library of Parliament: James Lee and Michel Rossignol, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Jim Wright, Director General for Central East & South Europe; Charles Court, Deputy Director for NATO, Division North America and Euro-Atlantic Security and Defence Relations. From the Department of National Defence and Veterans Affairs: Lieutenant General R.R. Crabbe, Deputy Chief of the Defence Staff; Rear Admiral J.A. King, Directeur General, International Security Policy. From the Canadian International Development Agency: Charles Bassett, Vice-President, Central and Eastern Europe Branch.

Pursuant to Standing Order 108(2), the Committee proceeded to examine Canada’s future participation in the Stabilization Force (SFOR) in Bosnia.

The Committee proceeded to debate a draft report and resolution.

The witnesses answered questions.

It was agreed, --That the draft resolution, as amended, be adopted as the Second Report of the Committee and that the Chair be authorized to present the Report to the House.

It was agreed, --That pursuant to Standing Order 108(2), Harry Wu be invited to appear before the Committee to address the issue of human rights in China.

At 6:03 o’clock p.m., the Committee adjourned to the call of the Chair.
