MINUTES OF PROCEEDINGS

Meeting No. 100

Tuesday, April 13, 1999

The Standing Committee on National Defence and Veterans Affairs met at 3:30 p.m. this day, in Room 362, East Block, the Chair, Pat O'Brien, presiding.

Members of the Committee present: Robert Bertrand, Hec Clouthier, Gordon Earle, Art Hanger, René Laurin, Judi Longfield, Pat O'Brien, John O'Reilly, David Pratt, David Price, George Proud, John Richardson and Bob Wood.

In attendance: From the Library of Parliament: Wolf Koerner and Corinne McDonald, Research Officers.

Witnesses: From the Treasury Board of Canada - Secretariat: Alan Winberg, Assistant Secretary, Risk Procurement and Asset Management Policy Sector; R. J. Kelly, Director, Contract Policy Division; Don Chilibeck, Director, Risk Procurement and Asset Management Policy Sector.

Pursuant to Standing Order 108 (2), the Committee resumed a study on Contracting and Procurement.

On motion of Hec Clouthier, seconded by Art Hanger, it was agreed, - That the Chair seek authority for a budget of $53,106.00 in relation to its travel to England on Procurement and the Revolution in Military Affairs.

At 3:38 p.m., the sitting was suspended.

At 3:45 p.m., the sitting resumed.

Alan Winberg made an opening statement and, with the other witnesses, answered questions.

At 5:31 p.m., the Committee adjourned to the call of the Chair.
