TWELFTH REPORT	DOUZIÈME RAPPORT
In accordance with its Order of Reference of Tuesday, April 21, 1998, your Committee has considered Bill C-208, An Act to amend the Access to Information Act and agreed on Tuesday, October 20, 1998, to report it with the following amendment:	Conformément à son Ordre de renvoi du mardi 21 avril 1998, votre Comité a étudié le projet de loi C-208, Loi modifiant la Loi sur l'accès à l'information, et a convenu, le mardi 20 octobre 1998, d'en faire rapport avec l'amendement suivant :
Clause 1	Article 1
Replace lines 7 to 13 on page 1 and lines 1 to 5 on page 2 with the following:	Substituer aux lignes 7 à 14, page 1, et aux lignes 1 à 5, page 2, ce qui suit :
"67.1 (1) No person shall, with intent to deny a right of access under this Act, (a) destroy, mutilate or alter a record; (b) falsify a record or make a false record; (c) conceal a record; or (d) direct, propose, counsel or cause any person in any manner to do anything mentioned in any of paragraphs (a) to (c).	« 67.1 (1) Nul ne peut, dans l'intention d'entraver le droit d'accès prévu par la présente loi : a) détruire, tronquer ou modifier un document; b) falsifier un document ou faire un faux document; c) cacher un document; d) ordonner, proposer, conseiller ou amener de n'importe quelle façon une autre personne à commettre un acte visé à l'un des alinéas a) à c).
(2) Every person who contravenes subsection (1) is guilty of	(2) Quiconque contrevient au paragraphe (1) est coupable:
(a) an indictable offence and liable to imprisonment for a term not exceeding two years or to a fine not exceeding ten thousand dollars, or to both; or	a) soit d'un acte criminel passible d'un emprisonnement maximal de deux ans et d'une amende maximale de dix mille dollars, ou de l'une de ces peines;
(b) an offence punishable on summary conviction and liable to imprisonment for a term not exceeding six months or to a fine not exceeding five thousand dollars, or to both.	b) soit d'une infraction punissable sur déclaration de culpabilité par procédure sommaire et passible d'un emprisonnement maximal de six mois et d'une amende maximale de cinq mille dollars, ou de l'une de ces peines.
Your Committee has ordered a reprint of Bill C-208, as amended, as a working copy for the use of the House of Commons at the report stage.	Votre Comité a ordonné la réimpression du projet de loi C-208, tel que modifié, pour servir de document de travail à la Chambre des communes à l'étape du rapport.
A copy of the Minutes of Proceedings relating to this Bill (Meetings Nos. 65 and 88 of the 1^st Session of the 36^th Parliament) is tabled.	Un exemplaire des Procès-verbaux pertinents à ce projet de loi (réunions n^os 65 et 88 de la 1^ère Session de la 36^e Législature) est déposé.
