MINUTES OF PROCEEDINGS

THURSDAY, NOVEMBER 20, 1997

The Standing Committee on Justice and Human Rights met at 3:36 p.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Michel Bellehumeur, Shaughnessy Cohen, Paul DeVillers, Sheila Finestone, Paul E. Forseth, Derek Lee, Peter G. MacKay, Gurbax Malhi, John Maloney et Jack Ramsay.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Gérald Lafrenière, Research Officer.

Witnesses: From the Royal Canadian Mounted Police: John L'Abbé, Assistant Commissioner, Director, Information and Identification Services; J.A.J. (Mike) Buisson, Registrar, Canadian Firearms Registry, Information and Identification Services; Murray Smith, Chief Scientist, Firearms, Centre Forensic Laboratory.

The Committee resumed consideration of its Order of Reference dated Thursday, October 30, 1997, relating to draft Regulations on firearms. (See Minutes of Proceedings dated Wednesday, November 19, 1997, meeting No. 7).

John L’Abbé made a statement and, with Mike Buisson and Murray Smith, answered questions.

At 12:31 p.m., the Committee adjourned to the call of the Chair.
