The Standing Committee on Justice and Human Rights met at 3:42 p.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Shaughnessy Cohen, Paul E. Forseth, Derek Lee, Peter G. MacKay Gurbax Malhi, John Maloney, Richard Marceau, Jack Ramsay and Andrew Telegdi.

Acting Members present: Elinor Caplan for Eleni Bakopanos and Chuck Cadman for Garry Breitkreuz.

Other Member present: John Bryden.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Marilyn Pilon, Research Officer.

Witnesses: From the Canadian Resource Centre for Victims of Crime: Steve Sullivan, Executive Director. From the Canadian Association of Chiefs of Police: Bryan McConnell, Executive Director; Chief Brian Ford, Chair; Law Amendments Committee;
Vince Westwik, Member of the Committee & Legal Advisor. From the Criminal Lawyers’ Association: Irwin Koziebrocki, Treasurer.

Pursuant to its order of reference dated October 31, 1997, the Committee resumed the study of Bill C-16, An Act to amend the Criminal Code and the Interpretation Act (powers to arrest and enter dwellings) (See Minutes of Proceedings, Tuesday, November 4, 1997, Meeting No. 2).

Steve Sullivan made a statement and answered questions.

Bryan McConnell, Brian Ford and Vince Westwik made a statement and answered questions.

Irwin Koziebrocki made a statement and answered questions.

At 18:34 p.m., the Committee adjourned to the call of the Chair.
