MINUTES OF PROCEEDINGS

MEETING No. 25

Tuesday, FEBRUARY 10, 1998

 

The Standing Committee on Justice and Human Rights met at 10:14 a.m. this day, in Room 308, West Block, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Shaughnessy Cohen, Nick Discepola, Sheila Finestone, Paul E. Forseth, Derek Lee, Peter G. MacKay, John Maloney, Peter Mancini, Richard Marceau, John McKay, Jack Ramsay and Andrew Telegdi.

Acting Members present: Myron Thompson for Garry Breitkreuz, Stan Keyes for Eleni Bakopanos, Chuck Cadman for Garry Breitkreuz.

Associate Member present: Chuck Cadman.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst, Marilyn Pilon, Research Officer.

Witness: From Criminal Lawyers’ Association: Irwin Koziebrocki, Treasurer.

Pursuant to its order of reference of November 4, 1997, the Committee continued its consideration of Bill C-3, An Act respecting DNA identification and to make consequential amendments to the Criminal Code and other Acts and of provisions and operation of Bill C-104 (1st Session, 35th Parliament) forensic DNA testing (See Minutes of Proceedings dated Wednesday, February 4, 1998, meeting No. 23).

Irwin Koziebrocki made a statement and answered questions.

At 11:37 a.m., the sitting was suspended.

At 11:51 a.m., the sitting resumed.

In accordance with the order adopted Thursday, November 6, 1997, and following the forty-eight (48) hours notice and the Steering Committee review, Peter MacKay moved, -

That the Standing Committee on Justice and Human Rights conduct an independent review of these two reports with the goal of preventing future tragedies such as the ones investigated in said reports."

It was agreed to remove the word "independent" from the original motion.

The motion, as amended, was agreed to by general agreement :
