MINUTES OF PROCEEDINGS

Wednesday, February 9, 1998

 

The Standing Committee on Justice and Human Rights met at 3:32 p.m. this day, in Room 371, West Block, the Vice-Chair, John Maloney, presiding.

Members of the Committee present: Eleni Bakopanos, Shaughnessy Cohen, Paul DeVillers, Nick Discepola, Derek Lee, John McKay, John Maloney, Peter Mancini, Richard Marceau and Jack Ramsay.

Acting Members present: Myron Thompson for Garry Breitkreuz, Chuck Cadman for Paul Forseth.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst, Marilyn Pilon, Research Officer. From the Committees and Legislative Services Directorate: Suzanne Verville, Legislative Clerk.

Appearing: The Honourable Andy Scott, Solicitor General of Canada.

Witnesses: From the Department of the Solicitor General of Canada: Jean Fournier, Deputy Solicitor General; Paul Dubrule, Director, Legal Services; Yvette Aloisi, Director General, Police Section. From the Royal Canadian Mounted Police: Barry Gaudette, Chief Scientist, Central Forensic Laboratory of Ottawa.

The Order of Reference dated November 4, 1997, being read as follows :

ORDERED, -- That Bill C-3, An Act respecting DNA identification and to make consequential amendments to the Criminal Code and other Acts be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Vice-Chair called Clause 1.

The minister made a statement and, with Barry Gaudette and Paul Dubrule, answered questions.

At 4:46 p.m., the Committee adjourned to the call of the Chair.
