MINUTES OF PROCEEDINGS

Meeting No. 148

Wednesday, June 9, 1999

The Standing Committee on Justice and Human Rights met in camera at 3:40 p.m. this day, in Room 308, West Block, the Chair, John Maloney, presiding.

Member(s) of the Committee present: Jim Abbott, Chuck Cadman, Aileen Carroll, Paul DeVillers, Ivan Grose, Derek Lee, Peter MacKay, John Maloney, Richard Marceau, John McKay and Jacques Saada.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witness: From the House of Commons: Diane Davidson, General Legal Counsel, Legal Services.

Pursuant to Standing Order 108(2), the Committee commenced consideration of powers of committees.

The witness made an opening statement and answered questions.

At 4:40 p.m., the Committee proceeded to discuss its future business.

Richard Marceau moved, -- That the 48 hour notice period for motions be waived.

After debate, the question being put on the motion, it was negatived.

Richard Marceau gave notice of the following motion, -- That Ward Elcock from CSIS be invited to appear.

Pursuant to Standing Order 108(2), the Committee commenced consideration of a letter to the Chair of the Committee from the Commissioner of the RCMP on the matter of the RCMP investigations regarding BRE-X Minerals Ltd dated June 4, 1999.

Jim Abbott moved, -- That the proceedings move in public.

After debate, the question being put on the motion, it was agreed to.

At 4:47 p.m., the sitting continued in public.

Jim Abbott moved, -- That Commissioner Murray of the RCMP be invited to appear with respect to the investigations regarding BRE-X Minerals Ltd.

At 5:20 p.m., the Committee adjourned to the call of the Chair.
