Meeting No. 146

Thursday, May 27, 1999

The Standing Committee on Justice and Human Rights met at 9:28 a.m. this day, in Room 308, West Block, the Acting Chair, Chuck Cadman, presiding.

Member(s) of the Committee present: Michel Bellehumeur, Chuck Cadman, Peter MacKay, John Maloney, John McKay and Jacques Saada.

Acting Member present: Dan McTeague for Paul DeVillers.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher.

Witness(es): From the Canadian Association of Chiefs of Police: Bruce Brown, Legal Advisor, London Police Service; Michael Shard, Legal Advisor, Ontario Provincial Police. From the Canadian Police Association: Grant Obst, President; David Griffin, Executive Officer. From the « Fédération des policiers du Québec »: Yves Prud'homme, President; Christine Beaulieu, Coordinator of Communications. From the Canadian Resource Centre for Victims of Crime: Steve Sullivan, Executive Director. As Individual: Syd and Jenny Bowman. From the Canadian Automobile Association: Brian Hunt, President; Jody Ciufo, Manager, Public and Government Affairs.

Pursuant to the Order of Reference dated Friday, April 16, 1999, the Committee resumed consideration of Bill C-440, An Act to amend the Criminal Code (flight). (See Minutes of Proceedings dated Wednesday, May 12, 1999, Meeting No. 142)

The witnesses made opening statements and answered questions.

At 9:35 a.m., John Maloney took the Chair.

John Maloney moved, -- That the Committee prohibit the publication of the testimony given by the Bowmans and Steve Sullivan until final disposition of the court of matters relating to the death of Sarah Bowman, or until such time as the Committee may order.

Derek Lee moved, -- That the motion be amended by adding immediately after the words "or until such time as the Committee may order", the following:", and that any person or organization, including all members of the Parliamentary Press Gallery be prohibited from publishing this testimony, and that the order be communicated directly to these members forthwith".

After debate, the motion, as amended, was agreed to.

By unanimous consent, the Committee proceeded to discuss its future business.

It was agreed, -- That Department of Justice officials be invited to appear on Tuesday, June 1st, 1999, followed immediately by Clause-by-Clause consideration of Bill C-440.

At 12:15 p.m., the Committee adjourned to the call of the Chair.
