Meeting No. 143

Thursday, May 13, 1999

The Standing Committee on Justice and Human Rights met at 9:15 a.m. this day, in Room 705, La Promenade Building, the Acting Chair, Jacques Saada, presiding.

Member(s) of the Committee present: Eleni Bakopanos, Chuck Cadman, Derek Lee, John Maloney, Jacques Saada.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher.

Witness(es): From the Ad IDEM (Advocates in Defence of Expression in the Media): Brian MacLeod Rogers, President. From the Canadian Broadcasting Corporation: Daniel Henry, Senior Legal Counsel; Esther Enkin, Managing Editor and Chief Journalist, Information Programming, CBC English Radio. From the Canadian Police Association: David Griffin, Executive Officer. From the Canadian Resource Centre for Victims of Crime: Steve Sullivan, Executive Director. From the Mothers Against Drunk Driving: Susan MacAskill, National President; Joanne Jarvis, National Victims Services Coordinator.

Pursuant to Standing Order 108(3) and the Order of Reference dated Tuesday, April 20, 1999, the Committee resumed consideration of Bill C-79, An Act to amend the Criminal Code (victims of crime) and another Act in consequence. (See Minutes of Proceedings dated Wednesday, April 21, 1999, Meeting No. 133)

Eleni Bakopanos gave notice of the following motion, -- That the leaking of the impaired driving report be considered at the next meeting of the Committee.

The witnesses made opening statements and answered questions.

It was agreed, -- That a document under ban of publication be distributed to Members of the Committee but that the document not be made part of the official record.

At 10:15 a.m., John Maloney took the Chair.

At 10:35 a.m., the sitting was suspended.

At 11:25 a.m., the sitting resumed.

The witnesses made opening statements and answered questions.

At 12:10 p.m., the Committee adjourned to the call of the Chair.
