MINUTES OF PROCEEDINGS

WEDNESDAY, NOVEMBER 26, 1997

The Standing Committee on Justice and Human Rights met at 3:40 p.m. this day, in Room 362-E, East Block, the Vice-Chair, John Maloney, presiding.

Members of the Committee present: Eleni Bakopanos, Michel Bellehumeur, Shaughnessy Cohen, Paul E. Forseth, Derek Lee, Peter G. MacKay, John Maloney, Richard Marceau and Jack Ramsay.

Acting Members present: John McKay for Gurbax Malhi and Howard Hillstrom for Garry Breitkreuz.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Gérald Lafrenière, Research Officer.

Witnesses: From Canadian Sporting Arms and Ammunition Association : Erv Heiman, President, Western Gun Parts, and René Roberge. From Victims of Violence International : Robert McNamara, Vice-President. From SNC Industrial Technologies Inc.: Normand Héroux, Director, Administration of prevention and Sylvain Dionne, technologist.

The Committee resumed consideration of its Order of Reference dated Thursday, October 30, 1997, relating to draft Regulations on firearms (See Minutes of Proceedings dated Wednesday, November 19, 1997, meeting No. 7).

René Roberge and Erv Heiman made a statement and answered questions.

At 4:32 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed.

Robert McNamara made a presentation and answered questions.

At 5:07 p.m., the sitting was suspended.

At 5:13 p.m., the sitting resumed.

Normand Héroux made a presentation and, with Sylvain Dionne, answered questions.

At 5:55 p.m., the Committee adjourned to the call of the Chair.
