The Standing Committee on Justice and Human Rights met at 3:35 p.m. this day, in Room 701, La Promenade Building, the Chair, John Maloney, presiding.

Member(s) of the Committee present: Jim Abbott, Eleni Bakopanos, Chuck Cadman, Paul DeVillers, Ivan Grose, Derek Lee, John Maloney, Richard Marceau, John McKay, John Reynolds, Jacques Saada.

Acting Member(s) present: Yvon Charbonneau for Aileen Carroll, Gerald Keddy for Peter MacKay.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher and Philip Rosen, Senior Analyst.

Appearing: The Hon. Lawrence MacAulay, Solicitor General of Canada.

Witness(es): From the Canadian Security Intelligence Service: Ward P.D. Elcock, Director. From the Correctional Service of Canada: Ole Ingstrup, Commissioner. From the Ministry of the Solicitor General of Canada: Jean T. Fournier, Deputy Solicitor General. From the National Parole Board: Willie Gibbs, Chairman. From the Royal Canadian Mounted Police: Philip J.R. Murray, Commissioner.

Pursuant to Standing Order 81(6) and the Order of Reference dated Monday, March 1st, 1999, relating to the Main Estimates for the fiscal year ending March 31, 2000, being read as follows:

ORDERED, -- That Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45 and 50 under SOLICITOR GENERAL, be referred to the Standing Committee on Justice and Human Rights.

The Chair called Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45 and 50.

The Minister made an opening statement.

At 3:54 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

The Minister, with the other witnesses answered questions.

At 5:45 p.m., the Committee adjourned to the call of the Chair.
