MINUTES OF PROCEEDINGS

TUESDAY, NOVEMBER 25, 1997

The Standing Committee on Justice and Human Rights met at 9:38 a.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Shaughnessy Cohen, Derek Lee, Peter G. MacKay, John Maloney, Peter Mancini and Jack Ramsay.

Acting Member present: Pierre de Savoye for Michel Bellehumeur.

Other Member present : Myron Thompson.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Gérald Lafrenière, Research Officer.

Witnesses: From the "Association des collectionneurs d’armes à feu du Bas Canada" and the Association of Semi-Automatic Firearms Collectors of Quebec Inc": Steve Torino, Vice-President; Steve Stanko, Director and George Panagiotidis, Vice-President. From Ontario Arms Collectors Association: William E. Bateman and Urmas Sui. From Responsible Firearms Owners of Alberta: Dale Blue, President. From Responsible Firearms Owners of Nova Scotia: Tony Rogers, Co-Chair.

The Committee resumed consideration of its Order of Reference dated Thursday, October 30, 1997, relating to draft Regulations on firearms. (See Minutes of Proceedings dated Wednesday, November 19, 1997, meeting No. 7).

Steve Torino, Urmas Sui et William Bateman made a statement and, with the other witnesses, answered questions.

At 10:42 a.m., the sitting was suspended.

At 10:52 a.m., the sitting resumed.

Tony Rogers and Dale Blue made a statement and answered questions.

At 11:37 a.m., the Committee adjourned to the call of the Chair.
