MINUTES OF PROCEEDINGS

Monday, NOVEMBER 24, 1997

The Standing Committee on Justice and Human Rights met at 3:36 p.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Garry Breitkreuz, Shaughnessy Cohen, Derek Lee, Peter G. MacKay, John Maloney, Jack Ramsay and Andrew Telegdi.

Acting Member present: Réjean Lefebvre for Michel Bellehumeur.

Other Member present: Myron Thompson.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Gérald Lafrenière, Research Officer.

Witnesses: From the Canadian Association of Chiefs of Police: Bryan McConnell, Executive Director; Chief Brian Ford, Chair, Law Amendments Committee. From Coalition for Gun Control: Wendy Cukier, President; Arn Snyder, Criminal Justice Association, Endorser of the Coalition. From the YWCA of Canada: Sandra Essex and Gael MacLeod. From British North America Living History Association: Richard Feltoe; Andrew Phillips, Ottawa Valley American Civil War Society. From Savage Arms (Canada): Barrie King, Vice-President and Ernie Barriage, National Sales Manager.

The Committee resumed consideration of its Order of Reference dated Thursday, October 30, 1997, relating to draft Regulations on firearms. (See Minutes of Proceedings dated Wednesday, November 19, 1997, meeting No. 7).

Bryan McConnell made a statement and, with Brian Ford, answered questions.

At 16:12 p.m., the sitting was suspended.
