MINUTES OF PROCEEDINGS

MONDAY, NOVEMBER 24, 1997

The Standing Committee on Justice and Human Rights met at 9:39 p.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Shaughnessy Cohen, Sheila Finestone, Derek Lee, Peter G. MacKay, John Maloney, Jack Ramsay and Andrew Telegdi.


Acting Member present
: Pierre de Savoye for Michel Bellehumeur.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Gérald Lafrenière, Research Officer.

Witnesses: Eric Goodwin, Chief Provincial Firearms Officer for Prince Edward Island, Department of Community Affairs and Attorney General of Prince Edward Island; Hank Mathias, Chief Provincial Firearms Officer for British Columbia , Ministry of the Attorney General for British Columbia. Robert Paddon, Firearms Committee Chairman, British Colombia Wildlife Federation, National Coalition of Provincial & Territorial Wildlife Federation; Gordon Gallant, Firearms Specialist, Ontario Federation of Anglers & Hunters; Claude Gauthier, President, "Fédération québécoise de la faune". From the Assembly of First Nations: Phil Fontaine, National Chief and Alexandra McGregor, Environmental Service Officer, Fur Harvesters Committee Coalition. The Committee resumed consideration of its Order of Reference dated Thursday, October 30, 1997, relating to draft Regulations on firearms. (See Minutes of Proceedings dated Wednesday, November 19, 1997, meeting No. 7).

Eric Goodwin and Hank Mathias made a statement and answered questions.

At 10:32 a.m., the sitting was suspended.

At 10:40 a.m., the sitting resumed.

Robert Paddon, Gordon Gallant and Claude Gauthier made a statement and answered questions.

At 11:40 a.m., the sitting was suspended.

At 12:00 a.m., the sitting resumed.

Phil Fontaine made a statement and, with Alexandra McGregor, answered questions.

At 12:38 p.m., the sitting was suspended.

At12:42 p.m., the sitting resumed.

Jim Antler made a statement and answered questions.

At 13:28 p.m., the Committee adjourned to the call of the Chair.
