Tuesday, March 16, 1999

The Standing Committee on Industry met at 9:05 a.m. this day, in Room 536, Wellington Building, the Chair, Susan Whelan, presiding.

Members of the Committee present: Eugène Bellemare, Antoine Dubé, Jim Jones, Stan Keyes, Francine Lalonde, Walt Lastewka, Eric Lowther, Janko Peric, Alex Shepherd and Susan Whelan.

In attendance: From the Library of Parliament: Antony Jackson and John Craig, Research Officers.

Witnesses: From Reader's Digest Magazines (Canada) Ltd: Barbara Robbins, Vice-President and Senior Legal Counsel. From Xentel DM Incorporated: Len P.L. Wolstenholme, Director, Corporate Development. From the Canadian Marketing Association: John Gustavson, President and Chief Executive Officer. From the Insurance Bureau of Canada and the Association of Canadian Insurers: George D. Anderson, President and Chief Executive Officer; Randy Bundus, Vice President, General Counsel and Corporate Secretary; Mark Yakabuski, Vice-President, Government Relations. As Individual: Prof. Jacques Frémont, Constitutionalist. Roger Tassé, Partner. Prof. Claude Masse, Professor of Law.

Pursuant to an Order of Reference of the House dated Tuesday, November 3, 1998, consideration of Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act.

John Gustavson, Len P.L. Wolstenholme and Barbara Robbins made opening statements and answered questions.

George D. Anderson and Randy Bundus made opening statements and with the other witness, answered questions.

Prof. Jacques Frémont, Roger Tassé and Prof. Claude Masse made opening statements and answered questions.

At 1:00 p.m., the Committee adjourned to the call of the Chair.
