Meeting No. 92

Tuesday, March 2, 1999

The Standing Committee on Industry met at 3:34 p.m. this day, in Room 536, Wellington Building, the Chair, Susan Whelan, presiding.

Members of the Committee present: Sue Barnes, Marlene Jennings, Jim Jones, Francine Lalonde, Walt Lastewka, Ian Murray, Jim Pankiw, Alex Shepherd and Susan Whelan.

In attendance: From Committees and Legislative Services: Jacques Lahaie, Legislative Clerk. From the Library of Parliament: Antony Jackson, Research Officer.

Witnesses: From the Certified General Accountants' Association of Canada: Mark Boudreau, Vice-President, Public and Government Relations; John Yu, FCGA. From Bennett Gold Chartered Accountants: Robert Y. Gold, Managing Partner. From Equifax Canada Inc.: Jackson L. Chercover, Secretary. From the Canadian Bankers' Association: Andrew Finlay, Senior Counsel; Alan Young, Vice-President; Georges Dessaulles, Vice-President; David Braidwood, Senior Manager, Security and Standards Smart Cards. From the Western Forum of Credit & Financial Executives Association: M. Paul Cook, Legislative Committee Chairman.

Pursuant to an Order of Reference of the House dated Tuesday, November 3, 1998, consideration of Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act.

Mark Boudreau, Robert Gold, Jackson Chercover, Alan Young and Paul Cook each made an opening statement and with the other witnesses, answered questions.

At 4:07 p.m., the Committee moved to the consideration of its future business.

Moved by Jim Pankiw, - That, as a result of a recent W.T.O. interim ruling, the Industry Committee immediately conduct hearings concerning the effects this decision will have on the Technology Partnerships Canada program.

The question being put on the motion, it was negatived on division.

Mr. Lastewka tabled copies of the government amendments to Bill C-54.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
