THURSDAY, NOVEMBER 6, 1997
The Standing Committee on Industry met at 9:07 o’clock a.m., this day, in room 705, La Promenade Building, 151 Sparks Street, the Chair, Susan Whelan, presiding.
Members of the Committee present: Eugène Bellemare, Antoine Dubé, Tony Ianno, Marlene Jennings, Walt Lastewka, Eric Lowther, Ian Murray, Jim Pankiw, Janko Peric, Charlie Power, Werner Schmidt, Alex Shepherd and Susan Whelan.
Acting Members present: Elinor Caplan for Bonnie Brown; Jason Kenney for Jim Pankiw; and Paul Crête for Francine Lalonde.
In attendance: From the Research Branch of the Library of Parliament: Antony Jackson, Research Officer.
Witnesses: From the Department of Finance: Len Farber, General Director, Legislation Tax Policy Branch; Brian Ernewein, Senior Chief, Tax Legislation Division; and Lawrence Purdy, Senior Tax Policy Officer, Corporate and International Tax.
Pursuant to an Order of Reference of the House dated Wednesday, October 29, 1997, the Committee proceeded to the consideration of Bill C-10, the Income Tax Conventions Implementation Act, 1997.
On Clause 1
The witnesses answered questions.
Jason Kenney moved, - That the Committee hear further witnesses on Bill C-10 before proceeding to Clause-by-Clause consideration of the Bill.
After debate, the question being put on the motion, it was, by a show of hands, negatived; YEAS: 2; NAYS: 11.
Consideration of Clause 1 was postponed pursuant to Standing Order 75(1).
By unanimous consent, Clauses 2 to 33 inclusive carried.
Jason Kenney moved, - That Bill C-10 be amended by replacing line 5 on page 7 with the following:
"Protocols set out in Schedules II, III and IV and in Schedule V, with the exception of the provisions of Article 2, Paragraph 2 of Schedule V."
After debate, the question being put on the amendment, it was, by a show of hands, negatived; YEAS: 3; NAYS: 10.
Clause 34 carried, on division.
Clause 35 carried.
By unanimous consent, Schedules 1 to 7 inclusive carried.
Clause 1 carried.
The Title carried.
The Bill carried.
ORDERED: That the Chair report Bill C-10, without amendment, to the House.
At 10:09 o’clock a.m., the Committee adjourned to the call of the Chair.
