MINUTES OF PROCEEDING
(Meeting No. 8)

WEDNESDAY, NOVEMBER 5, 1997

The Standing Committee on Industry met at 3:37 o’clock p.m., this day, in room 371, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Chris Axworthy, Eugène Bellemare, Bonnie Brown, Antoine Dubé, Tony Ianno, Walt Lastewka, Eric Lowther, Ian Murray, Jim Pankiw, Janko Peric, Werner Schmidt, Alex Shepherd and Susan Whelan.

Acting Members present: Carmen Provenzano for Marlene Jennings.

Other Member present: Peter Adams.

In attendance: From the Research Branch of the Library of Parliament:
Nathalie Pothier, Research Officer.

Witnesses: From the Canadian Vehicle Manufacturers Association: Mark Nantais, President, Canadian Vehicle Manufacturers Association; Michael Sheridan, Director, Government Relations, Ford Motor Company of Canada Ltd.; and Tayce Wakefield, Vice-President, Corporate Affairs, General Motors of Canada Ltd. From Honda of Canada Manufacturing Inc.: Vaughn Hibbits, Senior Vice-President, Administration. From Toyota Motor Manufacturing Canada Inc.: Adriaan Korstanje, General Manager, General Affairs. From the Japan Automobile Manufacturers Association of Canada: David Worts, Executive Director. From the Automotive Parts Manufacturers’ Association: Ken MacDonald, Director, Policy Development.

Pursuant to an Order of Reference of the House dated Tuesday, October 28th, 1997, the Committee resumed consideration of Bill C-11, The Customs Tariff Act.

On Clause 1

Mark Nantais, Ken MacDonald, David Worts, Vaughn Hibbits and Adriaan Korstanje each made a statement and, with the other witnesses, answered questions.

Consideration of Clause 1 was postponed pursuant to Standing Order 75(1).

By unanimous consent, Clauses 2 to 129 inclusive carried.

On Clause 130

On motion of Walt Lastewka, it was agreed, - That Bill C-11 be amended by replacing lines 1 to 4 on page 92 with the following:

Powers of the Minister of National Revenue

"130. The Minister of National Revenue may

(a) specify documentation that is considered acceptable for the purposes of tariff item No. 9827.00.00; and

(b)recognize authorities, representatives or authorized persons in a country of origin as competent for the purposes of conditions of classification of goods under a tariff item."

Clause 130, as amended, carried.

On Clause 131

On motion of Walt Lastewka, it was agreed, - That Bill C-11 be amended by replacing lines 5 to 9 on page 92 with the following:

Power of the Minister

#131. The Minister may designate goods for the purposes of tariff item No. 9938.00.00."

Clause 131, as amended, carried.

On Clause 132

On motion of Walt Lastewka, it was agreed, - That Bill C-11 be amended by

striking out lines 28 to 33 on page 92;
striking out lines 12 and 13 on page 93;
relettering the paragraphs accordingly;
replacing line 36 on page 94 with the following:
"(1)(e), or under subparagraph (1)(i)(vi) that"

Clause 132, as amended, carried.

By unanimous consent, Clauses 133 to 214 inclusive carried.

On the Schedule

Antoine Dubé proposed to move, "That consideration of sections 99.57 to 99.63 of the schedule be postponed".

RULING OF THE CHAIR

The Chair ruled the motion out of order as consideration of part of a schedule or clause could not be postponed: only an entire consideration of schedule or clause could be postponed.

Antoine Dubé moved, - "That consideration of the schedule be postponed until tomorrow".

And the question being put on the motion, it was, by a show of hands, negatived;
YEAS: 2; NAYS: 10.

The Schedule carried.

Clause 1 carried.

The Title carried.

The Bill, as amended, carried.

ORDERED: That the Chair report Bill C-11, with amendments, to the House.

At 5:24 o’clock p.m., the Committee adjourned to the call of the Chair.
