MINUTES OF PROCEEDING
(Meeting No. 7)

TUESDAY, NOVEMBER 4, 1997

The Standing Committee on Industry met at 3:32 o’clock p.m., this day, in room 237-C, Centre Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Eugène Bellemare, Bonnie Brown, Antoine Dubé, Tony Ianno, Ian Murray, Janko Peric, Werner Schmidt, Alex Shepherd and Susan Whelan.

Acting Members present: John Finlay for Walt Lastewka.

In attendance: From the Research Branch of the Library of Parliament
: Antony Jackson and Nathalie Pothier, Research Officers.

Witnesses: From the International Trade Policy Division of the Department of Finance: Gilles Le Blanc, Senior Chief; Fraser Laschinger, Co-ordinator, Simplified Tariff; Christine Wiecek, Domestic Tariff Affairs Officer; and Denise Climenhage, Tariff Policy Analyst. From Revenue Canada: Candace Breakwell, Director, Tariff Simplification. From the Canadian Importers Association: Robert Armstrong, President; Donald J. Goodwin, President of Tracon Consultants Ltd.; and Donald R. McArthur, Senior Advisor, Association of International Automobile Manufacturers of Canada. From the Alliance of Manufacturers & Exporters Canada: James D. Moore, Vice-President, Policy; and John D. Bailie, Director, Government Affairs, Kodak Canada Inc. From the Canadian Society of Customs Brokers: Carol West, President; and Richard Boara, Trade Policy and Administration Committee Member. From the Customs Brokers Association of Canada: Bob Freitag, Vice-President; and Levon Markaroglu, Director of Operations.

Pursuant to an Order of Reference of the House dated Tuesday, October 28th, 1997, the Committee proceeded to the consideration of Bill C-11, The Customs Tariff Act.

On Clause 1

Gilles Le Blanc, from the Department of Finance made a statement and, with the other witnesses from the Department of Finance, answered questions.

Carol West from the Canadian Society of Customs Brokers, Bob Freitag from the Customs Brokers Association of Canada, Robert Armstrong and Donald R. McArthur from the Canadian Importers Association, and James D. Moore from the Alliance of Manufacturers and Exporters Canada each made a statement and, answered questions.

Carol West, Donald J. Goodwin, Donald R. McArthur, Robert Armstrong, James Moore, Candace Breakwell, John D. Bailie, Bob Freitag, and Levon Markaroglu each made short closing statements.

At 5:17 o’clock p.m., the Committee adjourned to the call of the Chair.
