MINUTES OF PROCEEDINGS

Meeting No. 56

Wednesday, September 30, 1998

The Standing Committee on Industry met at 3:35 p.m. this day, in Room 269, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Eugène Bellemare, Antoine Dubé, Tony Ianno, Marlene Jennings, Walt Lastewka, Ian Murray, Jim Pankiw, Janko Peric, Alex Shepherd and Susan Whelan.

Acting Members present: Wendy Lill for Chris Axworthy and Rahim Jaffer for Werner Schmidt.

In attendance: From the Library of Parliament: Antony Jackson, Research Officer.

Witnesses:From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; Maria Barrados, Assistant Auditor General; Ronnie Campbell, Director.

Pursuant to Standing Order 108(2), Consideration of Chapter 17 (Patented Medicine Prices Review Board) of the September 1998 Report of the Auditor General of Canada.

L. Denis Desautels made a statement and, with the other witnesses from the Office of the Auditor General, answered questions.

Rahim Jaffer gave notice for the following motion: "That the Standing Committee on Industry study and report back to the House on the effectiveness of the Patented Medicine Prices Review Board and recommend that the House suspend the Board's investigations into alleged excessive pricing until further recommended by the committee."

RULING BY THE CHAIR

The Chair ruled that this committee, while considering amendments to the Patent Act, requested that the Auditor General's office do an audit of the Patented Medicine Prices Review Board. The motion is irreceivable because while the Patent Act is part of the mandate of this committee, the Patented Medicines Prices Review Board falls within the mandate of the Standing Committee on Health.

At 4:43 p.m., the Committee adjourned to the call of the Chair.
