Wednesday, May 13, 1998

The Standing Committee on Industry met at 3:31 o’clock p.m., this day, in Room 536, Wellington Building, the Chair, Susan Whelan, presiding.

Members of the Committee present: Eugène Bellemare, Tony Ianno, Marlene Jennings, Jim Jones, Francine Lalonde, Walt Lastewka, Eric Lowther, Ian Murray, Jim Pankiw, Janko Peric, Werner Schmidt, Alex Shepherd and Susan Whelan.

In attendance: From the Research Branch of the Library of Parliament: : David Johansen, Research Officer.

Witnesses: From the Canadian Chamber of Commerce: Timothy Reid, President; Paul Crampton, Partner, Davies, Ward & Beck, Barristers and Solicitors. From the Normark Group of Companies: Warren Stelman, President; John Kohos, Compliance Manager. From the Hudson's Bay Company: James Ingram, Vice-President, General Counsel; Paul B. Pursuant to an Order of Reference of the House dated Tuesday, March 17, 1998, the Committee resumed consideration of Bill C-20, An Act to amend the Competition Act and to make consequential and related amendments to other Acts.

Timothy Reid and Paul Crampton, from the Canadian Chamber of Commerce each made a statement and answered questions.

In accordance with its Order of Reference from the House of Commons of Thursday, February 26, 1998, the Committee resumed consideration of Votes 1, 5, L10, 20, 25, 30, 35, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90, 95, 100, 105, 110, 115 and 120 under INDUSTRY in the Main Estimates for the fiscal year ending March 31, 1999, and reports the same.

Walt Lastewka moved, - That the Committee adopt the Seventh Report which reads as follows:

"In accordance with its Order of Reference from the House of Commons of Thursday, February 26, 1998, the Committee has considered Votes 1, 5, L10, 20, 25, 30, 35, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90, 95, 100, 105, 110, 115 and 120 under INDUSTRY in the Main Estimates for the fiscal year ending March 31, 1999, and reports the same".

Werner Schmidt moved, in amendment thereto, - That Vote 25 in the amount of $258.918,000 under the heading INDUSTRY - Atlantic Canada Opportunities Agency - Grants and Contributions, in the Main Estimates for the fiscal year ending March 31, 1999 be reduced by $162, 329, 486.

Werner Schmidt moved, in amendment thereto, - That Vote 60 in the amount of $216,376,000 under the heading INDUSTRY - Economic Development of Canada for the Region of Quebec - Grants and Contributions, in the Main Estimates for the fiscal year ending March 31, 1999 be reduced by $29,523,594.

After debate, the amendment was negatived on the following recorded division:

The Committee resumed consideration of Bill C-20, An Act to amend the Competition Act and to make consequential and related amendments to other Acts.

John Kohos, from Normark Group of Companies, Paul Schabas from the Hudson's Bay Company and John F.T. Scott from the Canadian Federation of Independent Grocers each made a statement and, with the other witnesses from the organizations, answered questions. Niquette Delage, Louise Rozon, Larry Wagg, Mary Eady and Olga Orozco each made a statement and with Jacques St-Amant, answered questions.

At 6:53 o’clock p.m., the Committee adjourned to the call of the Chair.
