MINUTES OF PROCEEDING
(Meeting No. 17)

THURSDAY, DECEMBER 11, 1997

The Standing Committee on Industry met at 9:07 o’clock a.m., this day, in room 701, La Promenade Building (151 Sparks St.), the Chair, Susan Whelan, presiding.

Members of the Committee present: Eugène Bellemare, Marlene Jennings, Francine Lalonde, Walt Lastewka, Eric Lowther, Ian Murray, Jim Pankiw, Janko Peric, Werner Schmidt, Alex Shepherd and Susan Whelan.

Acting Members present: André Bachand for Charlie Power; and Hélène Alarie for Antoine Dubé.

In attendance: From the Research Branch of the Library of Parliament: Antony Jackson, Daniel Brassard and Nathalie Pothier, Research Officers.

Witnesses: From the Natural Sciences and Engineering Research Council of Canada: Tom Brzustowski, President. From the National Research Council: Dr. Arthur J. Carty, President. From the Social Sciences and Humanities Research Council: Dr. Marc Renaud, President. From the Medical Research Council of Canada: Dr. Henry Friesen, President; and Marc LePage, Director of Business Development.

Pursuant to Standing Order 108(2), the Committee resumed its study on a document entitled "Sustaining Canada as an Innovative Society: An Action Agenda."

Tom Brzustowski from the Natural Sciences and Engineering Research Council of Canada, Arthur Carty from the National Research Council, March Renaud from the Social Sciences and humanities Research Council and Henry Friesen from the Medical Research Council of Canada each made an opening statement and, with the other witness, answered questions.

At 11:17 o’clock a.m., the Committee proceeded to sit in camera.

The Chair presented the Third Report of the Sub-committee on Agenda and Procedure which is as follows:

"Your Sub-Committee met on Tuesday, December 9, 1997, and agreed to make the following recommendations:

That the Committee hold one meeting a week, when possible, on a study of basic research and its implications for industry.

That the Committee visit the facilities of the National Research Council on the morning of Tuesday, February 3, 1998.

That the Committee invite the Minister of Industry and the three ministers of regional development to come before the Committee on the Main Estimates early in March 1998.

That the Sub-committee meet in the first week of February to hold a briefing on the quarterly reports of the Banks to the Committee."

After debate, it was agreed, - That the following be added to item number 4:

" and that the Sub-committee review a report entitled: "Growth Human Development Social Cohesion"".

After debate, and the question being put on the report, as amended, it was concurred in.

At 11:46 o’clock p.m., the Committee adjourned to the call of the Chair.
