Meeting No. 110

Wednesday, April 14, 1999

The Standing Committee on Industry met at 3:35 p.m. this day, in Room 308, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Sue Barnes, Eugène Bellemare, Rahim Jaffer, Marlene Jennings, Jim Jones, Stan Keyes, Francine Lalonde, Walt Lastewka, Ian Murray, Janko Peric and Susan Whelan.

Acting Members present: John Solomon for Chris Axworthy, David Chatters for Eric Lowther.

Other Member present: Dan McTeague.

In attendance: From the Library of Parliament: Antony Jackson and David Johansen, Research Officers. From Committees and Legislative Services Directorate: Susan Baldwin, Legislative Clerk.

Witnesses: From the Canadian Bar Association: Tamra L. Thomson, Director; Barry Zalmanowitz, Member, National Competition Law Section. As Individual: Prof. Jean-Thomas Bernard, Economics Department, University of Laval. Tim Columbus, Counsel for the Society of Independent Gasoline Marketers of America (SIGMA). From the Centre for the Study of Regulated Industries: Daniel Martin Bellemare, Expert. As Individual: Loretta Mahoney. Dr. Ronald Johnson, Professor of Economics, University of Montana. Campbell Watkins, Law and Economics Consulting Group Inc. (LEGG). W. Jeffrey Schmidt, Attorney, Pillsbury, Madison and Sutro.

Pursuant to an Order of Reference of the House dated Tuesday, October 20, 1998, consideration of Bill C-235, An Act to amend the Competition Act (protection of those who purchase products from vertically integrated suppliers who compete with them at retail).

Barry Zalmanowitz, Jean-Thomas Bernard, Tim Columbus and Daniel Martin Bellemare each made an opening statement and answered questions.

At 5:06 p.m., the sitting was suspended.

At 5:13 p.m., the sitting resumed.

Loretta Mahoney, Ronald Johnson, Campbell Watkins and W. Jeffrey Schmidt each made an opening statement and answered questions.

At 6:21 p.m., the Committee adjourned to the call of the Chair.
