Tuesday, March 16, 1999

The Standing Committee on Industry met at 3:37 p.m. this day, in Room 536, Wellington Building, the Chair, Susan Whelan, presiding.

Members of the Committee present: Sue Barnes, Antoine Dubé, Marlene Jennings, Jim Jones, Stan Keyes, Walt Lastewka, Eric Lowther, Ian Murray, Janko Peric, Alex Shepherd and Susan Whelan.

In attendance: From the Library of Parliament: Antony Jackson and John Craig, Research Officers.

Witnesses: From the Insurance Crime Prevention Bureau: Gerry Garand, Executive Vice President and Chief Operating Officer; François Charette, Legal Counsel. From the Canadian Coalition Against Insurance Fraud: Mary Lou O'Reilly, Executive Director; Ann Walker, Coordinator. From the Insurance Information Centre of Canada: Bernard Webber, President and Chief Executive Officer; Carole Machtinger, Executive Director, Government Relations; Steven Lingard, Senior Counsel and Secretary to the Board of Directors. From the Council of Private Investigators: Kenneth C. Mitchell, Chair, Task Force on Privacy Issues.

Pursuant to an Order of Reference of the House dated Tuesday, November 3, 1998, consideration of Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act.

Gerry Garand, Mary Lou O'Reilly, Bernard Webber and Kenneth C. Mitchell made opening statements and answered questions.

At 4:53 p.m., the Committee adjourned to the call of the Chair.
