MINUTES OF PROCEEDINGS

 

Tuesday, February 17, 1998

 

The Standing Committee on Finance met at 9:01 o’clock a. m. this day in Room 237-C, Centre Block, the Chair, Maurizio Bevilacqua, presiding.

 

Members of the Committee present: Mark Assad, Maurizio Bevilacqua, Scott Brison, Roger Gallaway, David Iftody, Yvan Loubier, Gary Pillitteri, Karen Redman, Nelson Riis, Gerry Ritz, Monte Solberg, Paul Szabo, Paddy Torsney and Tony Valeri.

 

Acting Members present: Odina Desrochers for Gilles Perron

 

In attendance: From the Research Branch, Library of Parliament: Richard Domingue and Marion Wrobel, Research Officers.

 

Witnesses: From Industry Canada: Howard Wilson, Ethics Counsellor. From the Mikisew Cree First Nation: Archie Waquan, Chief; Laurence Courtoreille, Chief Executive Officer; Ian Taylor, Director, Economic Development, and Peter Ranson, Accountant.

 

In accordance with the Order of Reference of the House of Commons of Wednesday, February 4, 1998, the Committee resumed consideration of Bill C-28, An Act to amend the Income Tax Act, the Income Tax Application Rules, the Bankruptcy and Insolvency Act, the Canada Pension Plan, the Children's Special Allowances Act, the Companies' Creditors Arrangement Act, the Cultural Property Export and Import Act, the Customs Act, the Customs Tariff, the Employment Insurance Act, the Excise Tax Act, the Federal- Provincial Fiscal Arrangements Act, the Income Tax Conventions Interpretation Act, the Old Age Security Act, the Tax Court of Canada Act, the Tax Rebate Discounting Act, the Unemployment Insurance Act, the Western Grain Transition Payments Act and certain Acts related to the Income Tax Act. Howard Wilson made a statement and answered questions.

 

Archie Waquan made a statement and, with the other witnesses, answered questions.

 

The Committee discussed its future business.

 

Yvan Loubier moved, - That a special sub-committee of the Standing Committee on Finance be struck as quickly as possible, with a view to clarifying the situation as regards clause 241 of Bill C-28. This clause deals with international marine traffic, and the Bill's sponsor, the Minister of Finance, has interests in this sector of activity. We, therefore, consider it essential that all possible light be shed on whether an apparent or real conflict of interest might be present. The special sub-committee should have the authority to summon any witnesses likely to assist the Finance Committee in this investigation, such as tax experts and marine traffic operators.

 

After debate thereon, the question being put on the motion, it was negatived on the following division:
