Meeting No. 97

Wednesday, March 10, 1999

The House of Commons Standing Committee on Foreign Affairs and International Trade met in a joint session with the Standing Senate Committee on Foreign Affairs at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chairs, Bill Graham and Hon. John B. Stewart, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, André Bachand, Colleen Beaumier, The Honourable Sheila Finestone, Bill Graham, Bob Mills, Charlie Penson, Julian Reed, Svend Robinson, Benoît Sauvageau, Bob Speller.

Acting Members present: Monique Guay for Maud Debien; René Laurin for Daniel Turp.

Other Members present: Keith Martin.

Members of the Senate Committee present: The Honourable Senators Andreychuk, Bolduc, Corbin, DeBané, Di Nino, Grafstein, Losier-Cool, Stewart and Whelan.

Other Senators present: The Honourable Senators Johnson, Kroft, Kelleher, Prud’homme and Spivak.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Peter Berg, Julie Cusson, James Leeand Gerald Schmitz, Research Officers.

Witnesses: From the The Middle Powers Initiative: Thomas Graham, Ambassador and President of Lawyers Alliance for World Security; Robert McNamara, Former U.S. Defence Secretary; Gen Lee Butler, Former Commander-in-Chief of U.S. Defense Secretary; Dr. Thomas Graham, Director of International Security Programs, Rockefeller Foundation; Doug Roche, Q.C., Senator and Chairman of the Middle Powers Initiative.

Pursuant to Standing Order 108(2), the Committee proceeded to follow-up on the Report on Canada's policy on nuclear non-proliferation, arms control and disarmament.

Thomas Graham, Robert McNamara, Gen Lee Butler and Dr. Graham each made an opening statement and answered questions.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
