Meeting No. 93

Tuesday, March 2, 1999

The Standing Committee on Foreign Affairs and International Trade met at 9:15 a.m. this day, in Room 308, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, John Cannis, Maud Debien, Honourable Sheila Finestone, Bill Graham, Bernard Patry, Charlie Penson, Julian Reed, Bob Speller.

Acting Members present: Stéphan Tremblay for Benoît Sauvageau; Yvan Loubier for Daniel Turp; Bill Blaikie for Svend Robinson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Daniel Dupras; James Lee; Gerald Schmitz, Research Officers; Chris Maule and Roy Hines, Consultants.

Roundtable Participants: From The Council of Canadians: Maude Barlow, Chairperson. From the Polaris Institute: Tony Clarke, Director. From Shannon and Associates: Gerald E. Shannon, Former Deputy Minister of International Trade and Associate Deputy Minister of Foreign Affairs, Canada's Chief Negociator for the Uruguay Round of Trade Negotiations. As Individual: Lawrence Herman, Trade Lawyer, Cassels, Brock, Blackwell; R. Wolfe, Assistant Professor, School of Policy Studies.

Pursuant to Standing Order 108(2), the Committee continued its examination of Canada's trade objectives and the forthcoming agenda of the World Trade Organization (WTO). (See the Minutes of Proceedings of October 22, 1998, Meeting no. 73.)

R. Wolfe, Lawrence Herman, Maude Barlow, Tony Clarke and Gerald E. Shannon each made an opening statements and answered questions.

At 12:15 p.m., the Committee adjourned to the call of the Chair.
