Meeting No. 92

Wednesday, February 17, 1999

The Standing Committee on Foreign Affairs and International Trade met at 3:45 p.m. this day, in Room 701, La Promenade Building, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, André Bachand, Colleen Beaumier, Honourable Sheila Finestone, Bill Graham, Jerry Pickard, Julian Reed, Bob Speller, Daniel Turp.

Acting Members present: Keith Martin for Darrell Stinson; René Laurin for Maud Debien.

In attendance: From the Research Branch of the Library of Parliament: James Lee; Gerald Schmitz, Research Officers.

Appearing: From the Department of Foreign Affairs and International Trade: The Hon. Lloyd Axworthy, Minister of Foreign Affairs.

Witnesses: From the Department of Foreign Affairs and International Trade: Patricia Lortie, Director General, International Organizations Bureau; Suzanne Laporte, Director General, Global and Human Issues Bureau.

Pursuant to Standing Order 108(2), the Committee convened a briefing session on the Security Council objectives and the issue of Human Security.

Hon. Lloyd Axworthy made an opening statement and, with help of witnesses, answered questions.

The Committee proceeded to the consideration of its future business.

It was agreed, --That a budget of $149,483.08 be approved and that request be made to the Sub-Committee on the budget in order to get the funds and that a request be made to the House Leaders to get the authorization from the House.

It was agreed, --That the Committee request from the House the authorization for the Committee to hold public hearings as follows:

That, Group "A": nine (9) Members of the Standing Committee on Foreign Affairs and International Trade, and two (2) Members of the Sub-committee on International Trade, Trade Disputes and Investment be authorized to travel to Quebec, Montreal, St. Hyacinthe from March 21-26, 1999, and Group "B": nine (9) Members of of the Standing Committee on Foreign Affairs and International Trade, and two (2) Members of the Sub-committee on International Trade, Trade Disputes and Investment be authorized to travel to St. John's, Halifax and Fredericton from March 21-26, 1999 in order to hold public hearings in relation to its examination of Canada's Trade objectives and the forthcoming agenda of the World Trade Organization (WTO), and that the necessary staff do accompany the Committee.

At 5:10 p.m., the Committee adjourned to the call of the Chair.
